Evil takes on many forms, the likes of which the most insidious are the appalling acts of violent murderers and serial killers. Some of these most baleful and malevolent crimes of our times have not only affected the lives of the victims they took and their loved ones, but have gone on to impact the general public at large by influencing new laws of protection of the innocents.

John Couey’s abduction, rape and murder of 9-year old Jessica Lunsford in 2005 led to the establishment of Jessica’s Law in Florida — a mandatory minimum of 25 years in jail with lifetime electronic monitoring of adult sex offenders and predators convicted of lewd and lascivious acts against children under 12 years of age.

Couey was previously arrested in 1991 in Kissimmee on a charge of fondling a 5-year-old child, but because of more lenient laws at that time, Couey was released early. Jessica’s Law was designed to punish sex offenders and reduce their ability to re-offend. The law was later adopted in 42 other states across the US.

The carnage of the Columbine High School Massacre by gunmen Eric Harris and Dylan Klebold on April 20 1999 near Littleton, Colorado was one of the deadliest massacres in history of all schools in the US, which led to the ‘Columbine Effect’ — new security measures in schools including metal detectors and see-through backpacks.

Mary Flora Bell — having served 12 years imprisonment for the murders of 4-year-old Martin Brown on May 25 1968 the day before her 11th birthday, and 3-year-old Brian Howe on July 31 1968 — was granted anonymity to start a new life under a new name with her daughter, who was born in 1984.

Bell’s daughter’s anonymity was originally protected only until she reached the age of 18, but Mary won a High Court battle to have her own anonymity and that of her daughter extended for life on May 21 2003. Any court order permanently protecting the identity of someone is consequently known as a Mary Bell Order.

After more than a decade of vigorous denials, Ted Bundy eventually confessed to over 30 murders, although the actual total of victims remains unknown. Estimates range from 26 to over 100 — the general estimate being 35.

It’s been said that Ted Bundy was the inspiration behind the term ‘serial killer,’ however, coinage of the English term serial killer is commonly attributed to former FBI Special Agent Robert Ressler in the 1970′s.

The concept had been described earlier by German police inspector Ernst Gennat coining the same term in 1930.

Author Ann Rule postulates in her 2004 book Kiss Me, Kill Me that the English-language credit for coining the term ‘serial killer’ goes to LAPD detective Pierce Brooks, mastermind of the ViCAP system (Violent Criminal Apprehension Program).

  6. I have spend some time one day reading Ted Bundys biography on the internet. Damn even in my baddest dreams I couldnt imagine being that kind of evil like he was. But its unbelievable how he slipped the police two times, his life was like a horrormovie, a real horrormovie.
